Amateur sport grants

Amateur sports organisations can also apply for financial support in connection with the coronavirus crisis. The TASO and TVS schemes will be open for applications for Q4 2020. Work is still underway on opening the schemes for Q1 and Q2 2021.

TASO

Applications for the Q4 2020 grant period under the Amateur Sports Organisations Grant Scheme (TASO) have been open since 19 February 2021. Applications may be submitted until 5 April 2021 inclusive to dus-i. This is now the third funding period (TASO-III).

A total of €29 million is available. If the total value of the applications exceeds the budget, the budget will be allocated to the applicants on a pro rata basis. This means there is no need to submit your application as early as possible.

TASO-III Terms and Conditions

To be eligible for TASO-III:

• there must be a loss of turnover of at least 10%;
• that it is the result of measures taken to prevent the further spread of COVID-19, unless:
  • the application relates solely to staff costs;
  • which have not been compensated, either in full or in part, under the NOW or Tozo schemes;
• At the Minister’s request, compliance with the conditions of the scheme shall be demonstrated by submitting:
  • a summary of turnover, showing that the sports organisation suffered a loss of turnover of at least 10% in Q4 2020;
  • invoices or contracts in the name of the sports organisation for recurring expenses, staff costs and/or federation contributions (and proof of payment if the invoice or contract exceeds €1,000);
  • the financial statements for the most recent financial year;
  • an overview of labour costs;
  • a decision granting the allowance or subsidy under the TVL, the NOW and the Tozo.

TASO-III reimbursement

The amount of the grant depends on the financial loss suffered by the applicant and amounts to:

Financial loss

The financial loss consists of:

• the ongoing costs relating to the sports facilities owned or managed by the applicant
• personnel costs that have not already been (partially) compensated under the NOW or Tozo schemes;
• the applicant’s union contributions;
• the applicant’s canteen results.

TASO-III application

For the application, dus-i submits a online application form available. A decision on the application will be made within 13 weeks. A positive decision will result in the payment of an advance equal to 100% of the grant amount.

The decision is made on the basis of a random sample. Applicants included in the sample must submit supporting documents to dus-i. If the results of the sample are satisfactory, the grant will be awarded automatically to all other applicants.

TVS

The Sports Facilities Landlords’ Allowance (TVS-II) is granted to:

• the local authority
• the sports company
• the private landlord.

However, because of the condition attached to the grant – namely that the rent must actually be waived for the users – the grant goes to the sports organisations that use the sports facilities.

Applications for TVS-II, relating to the subsidy period Q4 2020, can be submitted from 9 March 2021 to 3 May 2021 inclusive. For usage-based rent, the subsidy is equal to the total amount of rent waived. Non-usage-based rent is subsidised up to a maximum of 45% of the total rent (as sporting activities could still be carried out to some extent at these venues).

Similarly, if the TVS-II budget is exceeded, the excess will be distributed proportionally amongst the applications. This ensures that early applicants are not given an advantage over late applicants. A total of €30 million is available.
