The STAP subsidy scheme will end on 1 January 2024. For the 2 application periods remaining in 2023, the regulation curtailed.
OCW-accredited training only
The curtailment means that only STAP budgets can be claimed for OCW-accredited training. OCW stands for Ministry of Education, Culture and Science. The subsidy can still be applied for complete study programmes (including elective units) in senior secondary vocational education for which a diploma recognition has been issued by OCW and complete study programmes (including variants or parts thereof) in higher education for which an accreditation has been granted under the definition of training. In addition, parts of these study programmes may also be eligible for the STAP budget. The Ministry of Social Affairs and Employment will check these components in advance and add them to the training register upon approval.
Training provided at a location outside the Netherlands, which requires the physical presence of the trainee, is no longer eligible under the STAP budget.
The STAP grant ceiling for the final instalments will be sharply reduced, to €10 million (per instalment). The upcoming application periods are 18 September to 14 November 2023 and 15 November to 31 December 2023.
