As the coronavirus has flared up again, the government has had to reimpose restrictions, which are having an impact on the economy. Consequently, the previously announced VLN is being replaced by the TVL. The NOW scheme will not be reopened. This has been announced via a Chamber letter.
TVL Q4 2021
The Fixed Costs Night-time Closure Scheme for the hospitality sector (VLN) was introduced for businesses that suffer a loss of turnover of at least 50% in the fourth quarter of 2021, including hospitality businesses closed due to the night-time closure (from 00:00 to 06:00). See our article New coronavirus grant for Q4 2021. So this scheme will not be introduced after all.
Instead, the Fixed Costs Allowance (TVL) is being brought back into use. Businesses that suffer a loss of turnover of at least 30% in the fourth quarter of 2021, compared with the fourth quarter of 2019, can apply to RVO for the allowance towards their fixed costs. The scheme also applies to businesses that have not previously applied for the TVL.
No NOW
The temporary Emergency Employment Support Scheme (NOW) will not be reopened. The Government has stated, amongst other things, that reopening this scheme is not appropriate given the current labour market shortages. On the one hand, employers in certain sectors are desperate for staff. On the other hand, in certain sectors there is a long-term structural lack of work or reduced levels of work.
Other arrangements
The Uncovered Fixed Costs (OVK) scheme remains available to agricultural businesses. The Supplementary Events Allowance (ATE) will be extended throughout 2021, for as long as the ban on events remains in place. For cultural institutions, the supplementary scheme administered by the Podium Arts Fund will be increased. Additional funding will also be made available for sport, covering both professional and amateur sport.
