Today, the following was published in the Government Gazette: Policy on COVID-19 financial support for amateur sports organisations published. The scheme provides financial support for amateur sports organisations that have not claimed the TOGS.
Amateur sports organisation
An amateur sports organisation within the meaning of this policy rule is an
- a legal entity under private law (usually a foundation or an association)
- with full legal capacity;
- not-for-profit;
- whose aim is to provide amateur sport for local users;
- using one of the SBI codes listed in the annex to the policy rule.
In addition to the SBI codes ranging from 93.11 to 93.19 inclusive (excluding those relating to professional sport), the codes 85.51 (sports and leisure education) and 85.51.9 (other sports and recreation education) are eligible for the allowance.
Loss of turnover
To be eligible for the grant, the amateur sports organisation must have suffered a loss of turnover of at least 20% as a result of the measures taken to combat the spread of COVID-19. The loss of turnover must have been incurred during the period from 1 March 2020 to 1 June 2020.
The decline in turnover is verified on a random basis. Evidence is provided in the form of a summary comparing the turnover figures (including canteen takings) for the period from 1 March 2020 to 1 June 2020 with those for the period from 1 March 2019 to 1 June 2019.
Grant amount
The amount of the benefit depends on the level of the applicant’s regular expenses:

Recurring expenses
Recurring expenses are those relating to:
- gas, water or electricity;
- taxes and duties;
- mortgage costs or other costs relating to loans and insurance;
- staff costs (to the extent that these have not already been compensated under the NOW scheme);
- maintenance directly relating to the applicant’s sports facilities (excluding rental obligations; arrangements are already in place for these obligations, which are administered by the local authorities).
Only recurring fixed costs incurred between 1 March 2020 and 1 June 2020 are taken into account.
Request
Applications may be submitted between 1 September 2020 and 4 October 2020 inclusive. A digital application form will be made available. The budget is €19,500,000.
The following information must be provided with the application:
- application form containing name and address details, signed by the authorised signatory or signatories;
- bank statement
- statement of a loss of turnover of at least 20%.
