In view of the liquidity problems facing many sectors affected by the coronavirus crisis, a number of measures have been taken to ensure that funds from the TVL (Fixed Costs Allowance) reach business owners more quickly. However, you will need to take action yourself!
Adoption of TVL-1
First, a word of warning. The deadline for applying for the final assessment of TVL-1 (subsidy period: June to August 2020) is 31 March 2021, However, this deadline has now been extended to 1 June 2021. If no application for the grant is submitted, or if it is submitted too late, RVO will set the grant at zero. The full advance must then be repaid.
Take action in good time!
All TVL-1 applicants have received an email from RVO inviting them to apply for the final determination of TVL-1. The application is submitted via the portal at www.rvo.nl. If you haven’t received an email, please take action straight away!
TVL-2 can now be finalised
Since 18 March 2021, it has been possible to apply for a final determination of TVL-2 (subsidy period: Q4 2020). Decisions on the majority of applications submitted fully and correctly will be made within 2 to 3 weeks. By submitting an application for the final determination of TVL-2 promptly, you will therefore quickly receive the grant amount (including the surcharge for the hospitality or retail sectors, where applicable) to which you are still entitled.
A large proportion of TVL-2 applicants are entitled to a supplementary payment of the grant (RVO estimates that 85% of applicants will receive a supplementary payment). This is because the conditions of the grant scheme were relaxed after it was opened for applications. Some of these relaxations were not taken into account in the advance payments made, as they first had to be approved by the European Commission (that approval was only granted on 15 March 2021).
No further advance payments will be made for the time being. The relaxations will be taken into account in the final determination of the grant.
Application period for TVL Q1 2021 extended
Applications for TVL for Q1 2021 (TVL-3) were open until 30 April 2021. This deadline has been extended to 18 May 2021 (5.00 pm). For liquidity reasons, it is, of course, advisable to apply for the grant as soon as possible. You will then usually receive the advance payment within a few weeks.
e-Herkenning Level 3
From 12 April 2021, Level 3 e-Herkenning will be required for TVL applications (at present, Levels 1, 2 and 2+ are sufficient). Please ensure that, if necessary, you have Level 3 e-Herkenning in good time.
Nothing will change for applications made using DigiD.
