With effect from 1 January 2023, the AanZET, SSEB and SEBA grant schemes will be amended.
Schemes
What do these abbreviations stand for?:
- AanZET = Purchase subsidy scheme for zero-emission lorries (subsidy ceiling for 2023: €30,000,000);
- SSEB = Subsidy scheme for clean and zero-emission construction equipment (total subsidy ceiling for 2023: €60,000,000);
- SEBA = Subsidy scheme for zero-emission company cars.
AanZET
We describe this grant scheme in our article Zero-emission truck purchase grant (AanZET). The most significant change is the subsidy ceiling, which is being raised from €13.5 million to €30 million. It remains to be seen whether this will be sufficient. In 2022, the entire ceiling was claimed within a single day.
Furthermore, the application period will be better aligned with the holiday period. Once it has been announced that the grant ceiling has been reached, no further applications may be submitted. Various formal rules relating to the grant will also be amended.
It is not yet known to what extent zero-emission lorries will be eligible for the environmental investment allowance (MIA) in 2023. The 2023 environmental list is not likely to be published until just before the turn of the year.
SSEB
The SSEB is being expanded to include subsidies for the retrofitting of construction machinery and seagoing construction vessels currently in use. Some construction machinery uses interchangeable battery packs: in such cases, up to two interchangeable battery packs may be included in the eligible costs. A heavy-duty zero-emission construction vehicle (with an electric motor power of 300 kW or more) may be fitted with a built-in generator based on an internal combustion engine. Finally, the formula for calculating the additional costs is being amended.
SEBA
The SEBA maintains the rule that an application for the grant to be finalised may be submitted no later than 7 months after the date on which the grant was awarded. This is due to the ongoing global chip shortage.
